Pro-Huntsman group jabs at Romney in new ad (AP)

PORTSMOUTH, N.H. ? Republican presidential hopeful Jon Huntsman on Friday urged New Hampshire voters to stand up to the status quo and reject Mitt Romney, while a group of his supporters prepared a new television ad calling Romney a chameleon willing to do anything to get elected.

The $300,000 ad campaign is expected to begin running across New Hampshire this weekend, according to an adviser for the organization known as Our Destiny PAC. The adviser was not authorized to comment publicly.

"Two serious candidates remain," a voice says in the ad, which flashes images of Huntsman, the former Utah governor, and Romney, the former Massachusetts governor and front-runner in New Hampshire. "One willing to say anything, be anything. One who can actually do the job."

It continues: "One state can stop the chameleon. Vote Jon Huntsman."

Huntsman, who served as ambassador to China in the Obama administration, has not been anywhere near that pointed in his criticism of Romney. Speaking to employees at a Portsmouth software company Friday, he said Romney would be unlikely to change the "trust deficit" in Washington given that Romney has "half of Congress supporting him."

"Who's going to want to change anything when you've got the status quo supporting you?" Huntsman said. "You can have a candidate who's going to fight for change who is not going to be in the hip pocket of special interest groups, or you're going to have the status quo choice."

Former House Speaker Newt Gingrich also wouldn't do anything to restore trust in Washington, Huntsman said.

"Speaker Gingrich is not the kind of person who is going to be able to deal effectively with the trust issue because you can't deal effectively with the trust issue if you are a fixture of Washington, D.C., and have been for 40 years."

Huntsman, who is skipping Tuesday's Iowa caucuses, is betting his candidacy on a strong finish in New Hampshire's Jan. 10 Republican primary, which is open to independents as well as registered Republicans.

Huntsman entered the presidential contest with great expectations earlier in the year. But national polling suggests he's still largely unknown to many Republican voters. He's also struggled to raise enough money to pay for his own television advertising campaigns. On Wednesday, he told The Associated Press he's likely to leave the race unless he finishes in the top three in New Hampshire.

Pam Hicks, one of the software company workers, said she was 100 percent adamant before meeting Huntsman that she would not vote for him. After the event, Hicks said she was reconsidering although she doesn't like his anti-abortion views or his opposition to gay marriage, which is legal in New Hampshire.

"We believe nobody has the right to tell us how to live our lives," she said.

Still, Hicks said she planned to do more research on Huntsman.

"He needs a more serious look," she said.

Our Destiny PAC has now spent roughly $1.9 million on New Hampshire advertising to help Huntsman. That's more than any other outside group or other campaign has spent in the state, according to numbers obtained by The Associated Press.

Bahrain to try 5 police officers for torture

MANAMA, Bahrain (AP) ? Five police officers will be put on trial in connection with the alleged torture of a detainee who later died in custody, the country's Information Affairs Authority said Friday.

The country's top prosecutor, Nawaf Hamza, said in a statement that two unnamed officers have been charged with torture and mistreatment and three others with negligence for failure to report the incident.

No details were provided about the five officers or the detainee. There were also no details about when and where the alleged torture took place.

The prosecution of the officers follows promises by Bahrain to address shortcomings highlighted in a scathing report on rights abuses in weeks of anti-government protests in the Gulf nation earlier this year.

A special commission authorized by Bahrain's Sunni rulers last month outlined the harsh treatment of anti-government protesters as state security forces tried to put down the largest of the uprisings to hit the Gulf. The 500-page report documented the use of torture, excessive force and fast-track trials by the government.

Earlier Thursday, Hamza said the Gulf kingdom has wrapped up an investigation into an alleged Iranian-linked terror cell and plans to put the eight suspects on trial next month.

Hamza said the unnamed suspects will be tried in the island nation's High Criminal Court on charges of espionage and of having ties to an outlawed group that uses terrorism to achieve its goals.

Bahraini authorities in November accused the group of having links to Iran's powerful Revolutionary Guard and planning attacks against high profile sites, including the Saudi Embassy and a Gulf causeway linking Bahrain and Saudi Arabia. Iran rejects the allegations.

Court hearings are to begin in early January.

An old parody of "A Charlie Brown Christmas" from Denis Leary -- whereby the title character converts to Islam -- didn?t get much attention when the politically incorrect comedian posted it online last week, but on Tuesday it was being dissected in political circles.

Under the description, ?In advance of Your Merry HappyHannakwanzaxmas,? the video starts with Charlie Brown seeking Lucy?s help with his doubts about Christianity. After she dismisses Tom Cruise as a ?blockhead,? Linus steps in to advise his friend to convert to Islam.

Whereas the classic TV special has Charlie Brown purchasing a Christmas tree seemingly too weak to support a single bulb, Leary?s version features him constructing a bomb that merely detonates a few puffs of smoke. Instead of Linus delivering his true-meaning-of-Christmas speech, this bearded, camouflaged version announces: ?It is the duty of the Jihadist to bring terror to the enemy and create one global, Islamic state where there is no music, no alcohol and no Western Influences.?

?Isn?t he the cutest radical Islamist you?ve ever seen,? coos Charlie Brown?s sister, Sally, who has a crush on Linus. (The video is below).

The parody also features lines like ?Merry F-king Christmas? and others that could cause Christians to cringe, but judging from the response thus far the only complaints are coming from Muslim activist groups or their liberal sympathizers.

Islamopohobia-Watch.com announced that ?a jaw-droppingly Islamophobic video has been posted by Irish-American comedian Denis Leary,? and Gothamist.com says ?we had a very tough time sitting through this particularly xenophobic one-note joke.?

Leary, the self-described "five-time Emmy award loser,"?tweeted the arrival of the three-minute cartoon from his Apostle production company twice last week and it hit the well-trafficked site WhoSay.com five days ago, though it seems to be getting more attention after Christmas than it did prior to the holiday. On Tuesday, WhoSay listed it among its biggest-trending videos, even though the video is actually several years old and once resided at the Comedy Central website. Versions have been on YouTube for years.

But on Tuesday, Glenn Beck?s TheBlaze.com linked it without much commentary, as did the Islamic news site Crescent Post and dozens of others that weren?t sure what to make of the suddenly hot, years-old cartoon, so they simply asked their readers to weigh in on the controversy.

Virginia primary: Was it so hard for Perry and Gingrich to get on the ballot?

Newt Gingrich and Rick Perry failed to collect enough signatures to get on the primary ballot in Virginia. Yes, the state has tough rules, but other candidates have managed to register.

At first blush, the failure of Republican presidential contenders Newt Gingrich and Rick Perry to get on the primary ballot in Virginia suggests structural failures for both campaigns, but it also sheds light on the state?s primary ballot requirements, which are the most stringent in the nation.

On Saturday, the Republican Party of Virginia issued tweets that said neither former House Speaker Gingrich nor Texas Governor Perry had obtained the 10,000 valid signatures required to get on the party?s March 6 primary ballot.

The Gingrich campaign responded at first by saying it would launch a write-in campaign before learning that it is not allowed for presidential primaries in the state. National Campaign Director Michael Krull promised via Facebook on Saturday that the campaign ?will make all other deadlines? and said it ?will continue to learn and grow.?

Mr. Krull also compared the situation to Pearl Harbor, saying: ?we have experienced an unexpected setback, but we will regroup and refocus with increased determination, commitment and positive action.?

The roadblock presents the other Republican candidates an opportunity to show both campaigns are ?foolish and disorganized,? says Carl Tobias, a University of Richmond law professor.

?It speaks volumes to me about the particular organizational skills of the candidates,? Mr. Tobias told the Los Angeles Times Saturday. ?It?s hard for me to understand how they could miss this opportunity.?

Indeed, at a rally held last week in Arlington, Va., Gingrich admitted his campaign was not prepared for his recent surge in popularity in the polls.

?We weren?t ready for it yet because we don?t have the structure and we don?t have the money to compete at that level, so we had to scramble a little bit,? Gingrich said.

In fact, Gingrich is leading among Virginia Republicans, according to a recent survey by Quinnipiac University, taken Dec. 13-19. Among the 489 registered Republican voters, 30 percent said they were planning to vote for Gingrich, with 25 percent for Romney, 9 percent for Paul and 6 percent for Perry.

Not getting on the Virginia ballot is particularly embarrassing for Gingrich, considering it is now his home state. Gingrich, who was born in Pennsylvania and served two decades in Congress as a representative from Georgia, now resides in McLean.

WASHINGTON ? Republican presidential hopeful Newt Gingrich failed to qualify for Virginia's Super Tuesday primary ballot, the latest setback for a candidate whose standing in polls has been slipping. Gingrich's campaign said he would pursue an aggressive write-in campaign, though state law prohibits write-ins on primary ballots.

The state party said early Saturday that Gingrich and Texas Gov. Rick Perry had failed to submit the required 10,000 signatures to appear on the March 6 ballot.

Failing to get on the ballot in Virginia, where Gingrich lives, underscores the difficulty first-time national candidates have in preparing for the long haul of a presidential campaign.

And it illustrates the advantage held by Mitt Romney, the former Massachusetts governor, who has essentially been running for president for five years. Romney's team, larger than those of most of his opponents, has paid close attention to filing requirements in each state. He will appear on the Virginia ballot along with Texas Rep. Ron Paul, who also has run a national campaign before.

Ironically, Gingrich had a slight lead over Romney in a Quinnipiac poll of Virginia Republicans released earlier in the week.

The former House speaker surged in popularity in early December and tried to use that momentum to make up for a stalled campaign organization. But his standing in polls has slipped in recent days amid a barrage of negative ads in Iowa, where the Jan. 3 caucuses begin the contest for the Republican presidential nomination.

Three other candidates ? Minnesota Rep. Michele Bachmann, former Pennsylvania Sen. Rick Santorum and former Utah Gov. Jon Huntsman ? did not submit signatures before Virginia's deadline of 5 p.m. Thursday.

Gingrich's campaign attacked Virginia's primary system on Saturday, saying that "only a failed system" would disqualify Gingrich and other candidates and vowing to run a write-in campaign.

"Voters deserve the right to vote for any top contender, especially leading candidates," Gingrich campaign director Michael Krull said in a statement. "We will work with the Republican Party of Virginia to pursue an aggressive write-in campaign to make sure that all the voters of Virginia are able to vote for the candidate of their choice."

However, according to state law, "No write-in shall be permitted on ballots in primary elections."

"Virginia code prohibits write-ins in primaries. He can't do it," said Carl Tobias, a law professor at University of Richmond.

Tobias said Gingrich may have had trouble meeting a requirement that he must submit 400 signatures from each of Virginia's 11 congressional districts.

Gingrich's campaign did not immediately respond to a request for comment. Gingrich had been concerned enough to deliver his signatures personally. Rushing Wednesday from New Hampshire, which holds its primary on Jan. 10, he had supporters sign petitions before entering a rally in Arlington, Va.

Virginia GOP spokesman Garren Shipley said in a statement that volunteers spent Friday validating signatures on petitions that Romney, Paul, Perry and Gingrich had submitted. "After verification, RPV has determined that Newt Gingrich did not submit required 10k signatures and has not qualified for the VA primary," the party announced early Saturday on its Twitter feed. Shipley did not respond to telephone calls Saturday seeking comment.

Forty-six delegates will be at stake in Virginia's Super Tuesday primary. That's a small fraction of the 1,144 delegates needed to win the nomination. But they could prove pivotal in a close race, especially for a candidate like Gingrich, who expects to do well in Southern contests.

Gingrich already missed the deadline to appear on the ballot in Missouri's Feb. 7 primary, though he insists it doesn't matter because the state awards delegates based not on the primary but on a Republican caucus held in March.

Meanwhile, Virginia's Democrats said President Barack Obama's re-election campaign gathered enough signatures to get him on the state's primary ballot though he was the only candidate who qualified.

Pakistan's Chief of Army Staff, Generalshfaq Parvez Kayani, skipped a dinner hosted by President Asif Aliardari in the honour of visiting Chinese State Councilor Dai Bingguo.

General Kayani had also skipped a dinner hosted by Prime Ministerousuf Raza Gilani on December 23.

Pakistan's Joint Chiefs of Staff Committee Chairman General Khalidhameem Wynne, Air Chief Marshal Rao Qamar Suleman and Naval Chief Asif Sandila were, however, present in the event, The News reports.

Bingguo had earlier called on General Kayani at General Headquarters in Rawalpindi separately. (ANI)

Scott Weiland's 'Winter Wonderland' Frame By Frame

With Christmas just around the corner, it's safe to assume you're enveloped in holiday tunes — whether inescapably at the mall or blaring from your laptop by choice. Beyond the old standards, there's Michael Bublé's chart-topping Christmas album and even Justin Bieber's first Christmas contribution, Under the Mistletoe, but you might not be aware that Stone Temple Pilots frontman Scott Weiland released his own holiday disc this year.

That's right, and while Weiland's The Most Wonderful Time of the Year dropped back in October, even some of his contemporaries were unaware of his Xmas effort. That gave us the perfect opportunity to share the album's first music video with the bands on the bill at KROQ's annual Almost Acoustic Christmas earlier this month. In true holiday spirit, the artists graciously took us through the kitschy retro-themed clip for "Winter Wonderland," frame by frame.

Initially, everyone was surprised by the video, in part due to Scott's never-before-heard classic croon, but also by his "Mad Men"-inspired, clean-cut new look.

"I like his scarf a lot," Marcus Mumford of Mumford & Sons said.

"He's very handsome," fellow bandmember Winston Marshall added.

While the reactions ran the gamut from "good" to "insane," there were other clues in the video, some believed, that this whole thing might be more of a wink and a nod than a serious musical venture.

"He kinda has a very weird eyebrow thing that I only noticed now for the first time," Grouplove's Ryan Rabin said.

"I can't tell if it's tongue-in-cheek or not," Mark Foster of Foster the People wondered. "You think it's tongue-in-cheek or you think he just lost his mind? 'Cause he definitely had a bout with [in]sanity for a while."

Of course, the sight of a '90s rock icon cozying up to the Yule log left some baffled, but Death Cab for Cutie had their own take on Weiland's "Wonderland."

"I mean, is he more Bing Crosby or is he more Danny Kaye?" DCFC's Chris Walla asked.

"He's got a lotta Bing, he's got a lot of ... I mean there's some Sinatra there too," DCFC bassist Nick Harmer said.

They both agreed that Weiland was fully committed to the act.

"And it's good! It's classic," Walla said.

"Thank you! I mean — yeah! Thanks for making that Scott, seriously," Harmer concluded.

Mel Gibson and Wife Finalize Divorce After 30-Year Marriage (omg!)

A Superior Court judge finalized Mel Gibson's divorce on Friday from Robyn Moore, his wife of 30 years, The Associated Press reports.

Almost all details of the split were kept confidential, but reports say Moore stands to get a big pay-off from the divorce. Because there was no prenuptial agreement, it was ruled that Moore is entitled to half of everything the actor earned during their three-decade-long marriage, according to Entertainment Tonight. Gibson's fortune was once estimated by the Los Angeles Business Journal to be worth approximately $850 million.

Moore filed for divorce in April 2009, but Gibson alleged they had been living apart since 2006. That was the year Gibson was famously arrested for a DUI in Malibu and made anti-Semitic and misogynistic remarks to his arresting officers.

The Braveheart actor, 55, and Moore were married in 1980 and have seven children together, but their 12-year-old son is the sole minor and, therefore, the only one subject to a custody agreement.

Moore defended her estranged husband last year when he was engaged in an ugly custody battle with Gibson's girlfriend Oksana Grigorieva, with whom he has a 2-year-old daughter, Lucia. He pleaded no contest ? but admitted no fault ? to a misdemeanor battery count in March. Moore filed a brief declaration in the case stating that Gibson had never physically abused her or their children.

Community donations help 58 residents

Blue Santa parcels delivered Dec. 17

Estes Park Elementary School students and staff collected 1,500 donation items for the Police Auxiliary s Blue Santa program, benefitting local residents in need.

The Estes Park Police Department Auxiliary, employees and their families delivered Blue Santa donations to 58 elderly, disabled, or shut-in residents in Estes Park on Dec. 17.

"Thanks to the generosity of the community, Blue Santa was a great success again this year," said Police chief Wes Kufeld. "Many of the recipients look forward to this visit all year, and the entire community should be proud of this program."

Through Blue Santa, each individual received two boxes of food and hygiene products, along with gifts such as blankets and holiday decorations. More than $3,000 in cash donations from the community allowed recipients to receive a greeting card with postage stamps and a $35 gift card for Safeway. "Gift cards for groceries allow individuals to purchase items they cannot purchase with food stamps, such as pet food," Chief Kufeld commented.

Estes Park Elementary School students donated 1,500 items, with a Blue Santa campaign organized by staff members Britt Hakonson and Terry Johnson. The preschool/Kindergarten class donated the most items - 335 total. Students also decorated the Blue Santa donation boxes, with Gordon Angelo's second grade class winning a friendly competition for the best design.

In addition to town hall, many local organizations opened their doors to accept Blue Santa donations, making it convenient for people to make donations. These organizations were Animal Medical Center of Estes Park, B & B Food Market, Boulder Valley Credit Union, Country Market, Estes Park Elementary School, Estes Park Medical Center, Estes Valley Library, Estes Park Senior Center, Estes Park Visitor Center, First National Bank, MedX of Estes Park, Rocky Mountain Athletic Club, Rocky Mountain National Park, Elk Valley Auto Parts, Safeway, YMCA of the Rockies and the UPS Store.

Romney goes on TV to attack Gingrich (Reuters)

WASHINGTON (Reuters) ? Presidential candidate Mitt Romney unloaded on rival Republican Newt Gingrich on Tuesday on a liberal television network, comparing him to former candidate Herman Cain and others who have led the field briefly before flaming out.

"(Gingrich's) lead is not as much as it used to be," Romney said on MSNBC's "Morning Joe." "But that's sort of the process that other people have gone through."

"I suspect he'll lead until he doesn't lead," Romney said.

Former House of Representatives Speaker Gingrich's status as the Republican front runner to take on Democratic President Barack Obama in November's election is fading after weeks of attacks by rivals and intense media scrutiny of his political record and personality.

A poll on Monday put Gingrich in third place in Iowa, which kicks off the election cycle on January 3, behind U.S. Representative Ron Paul and Romney, the former Massachusetts governor.

Romney criticized Gingrich for remarks he made about Republican Representative Paul Ryan's plan to privatize the Medicare healthcare program for the elderly and an ad he did about global warming with former Democratic House Speaker Nancy Pelosi.

Romney said that on two of the biggest issues for conservatives, Gingrich sided with liberals.

"So for him to say he's more of a conservative is a bit of a stretch," Romney said. He said he thinks Gingrich will continue to fade as voters get to know more about him.

"There's a lot about Newt Gingrich that I didn't know," Romney said.

Romney, a candidate in the 2008 presidential election, said that at the beginning of this campaign he and his advisers thought winning Iowa "would be a real stretch."

While a win in Iowa followed by a win in New Hampshire, where Romney has consistently led, could give him enough momentum to cement the nomination early, Romney said he has raised the money and has the resources to compete until "the very, very end."

Here's The Real Story Behind Ron Paul's Racist ... - Business Insider

So as Ron Paul is on track to?win the Iowa caucuses, he is getting a new dose of press scrutiny.

And the press is focusing on the newsletters that went out under his name in the late 1980s and early 1990s. They were called the Ron Paul's Political Report, Ron Paul's Freedom Report,?the Ron Paul Survival Report?and the?Ron Paul Investment Letter.

There is no doubt that the newsletters contained utterly racist statements. ?

Some choice quotes:

  • "Given the inefficiencies of what DC laughingly calls the criminal justice system, I think we can safely assume that 95 percent of the black males in that city are semi-criminal or entirely criminal."
  • "We are constantly told that it is evil to be afraid of black men, it is hardly irrational."
  • After the Los Angeles riots, one article in a newsletter claimed, "Order was only restored in L.A. when it came time for the blacks to pick up their welfare checks." ?
  • One referred to Martin Luther King Jr. as "the world-class philanderer who beat up his paramours" and who "seduced underage girls and boys."
  • Another referred to Barbara Jordan, a civil rights activist and congresswoman as "Barbara Morondon," the "archetypical half-educated victimologist."

Other newsletters had strange conspiracy theories about homosexuals, the CIA, and AIDS.

In 1996 when the Texas Monthly investigated the newsletters, Paul took responsibility for them and said that certain things were taken out of context. (It's hard to imagine a context that would make the above quotes defensible.)

When the newsletter controversy came up again during the 2008 campaign, Paul explained that he didn't actually write the newsletters but because they carried his name he was morally responsible for their content. Further, he didn't know exactly who wrote the offensive things and they didn't represent his views.

But it is still a serious issue. Jamie Kirchick reported in The New Republic that Paul made nearly one million dollars in just one year from publishing the newsletters. Could Paul really not understand the working of such a profitable operation? Reporters at the libertarian-leaning Reason magazine wrote that the author was likely longtime Paul-friend and combative polemicist Lew Rockwell.?

Even though many of the newsletters are written in a first person, conversational style, many observers don't believe that Ron Paul actually wrote them.

There aren't any videos on YouTube with Paul speaking in ?incendiary terms about minorities. The newsletters don't "sound" like Ron Paul - he doesn't do wordplay like "Morondon" or use prefixes like "semi-criminal" or "half-educated" in his speech or his recent writings.?Further, most newsletter and direct-mail operations in politics employ ghostwriters.?

So why were Ron Paul or his ghostwriters engaged in racism and conspiracy theories? And why did Ron Paul allow this??

The first answer is simply that marginal causes attract marginal people.?

The Gold Standard and non-interventionism have long been pushed to the fringe of our politics, and ambitious people tend to dive into the mainstream. That means that some of the 'talent' that marginalized ideas attract will be odd and unstable.?

There are two strategies for dealing with this problem. You purge your movement of cranks to preserve credibility and risk alienating a chunk of supporters. Or you let everyone in your movement fly their freak flag and live with the consequences. Ron Paul, being a libertarian, has always done the latter.?

The second answer to this question: These newsletters were published before a decade of war that has exhausted many Americans, before the financial crisis, and before the Tea Party.

All three made Ron Paul's ideas seem more relevant to our politics. They made anti-government libertarianism seem (to some) like a sensible corrective.

But in the 1990s and 1980s, anti-government sentiment was much less mainstream. It seemed contained to the racist right-wing, people who supported militia movements, who obsessed over political correctness, who were suspicious of free-trade deals like NAFTA.?

At that time a libertarian theorist, Murray Rothbard argued that libertarians ought to engage in "Outreach to the Rednecks" in order to insert their libertarian theories into the middle of the nation's political passions.

Rothbard had tremendous influence on Lew Rockwell, and the whole slice of the libertarian movement that adored Ron Paul.

But Rothbard and Rockwell never stuck with their alliances with angry white men on the far right. They have been willing to shift alliances from left to right and back again. Before this "outreach" to racists, ?Rothbard aligned himself with anti-Vietnam war protestors in the 1960s. In the 2000s, after the "outreach" had failed, Rockwell complained bitterly about "Red-State fascists" who supported George Bush and his war. So much for the "Rednecks." The anti-government theories stay the same, the political strategy shifts in odd and extreme directions.?

As crazy as it sounds, Ron Paul's newsletter writers may not have been sincerely racist at all. They actually thought appearing to be racist was a good political strategy in the 1990s. After that strategy yielded almost nothing - it was abandoned by Paul's admirers.?

You can attribute their "redneck strategy" to the most malignant kind of cynicism or to a political desperation that made them insane. Neither is particularly flattering.?

Phil Klein of the Washington Examiner is correct when he writes:

Rick Perry and Mitt Romney have both attacked each other for what was written in their respective books. If either of those books had included a number of overtly racist statements, their candidacies would be over before they started.

This is undoubtedly true. The media seems to simply accept that Ron Paul has some oddities in his past and in his inner circle. They take his grandfatherly demeanor at face-value. ?In part this is because they believe he is not a serious candidate.?

Winning the Iowa caucuses would change all that instantly. Undoubtedly the movement that Paul inspired has moved far beyond the race-baiting it engaged in two decades ago. Young people from college campuses aren't lining up to hear him speak because of what appeared in those newsletter about the 1992 L.A. riots. Rand Paul tried his hardest to place Paul-style libertarianism into the context of the Tea Party. And he will likely carry on the movement without this 1990s baggage.?

But the questions remain. If Ron Paul is so libertarian that he won't even police people who use his name, if his movement is filled with incompetents and opportunists, then what kind of a president would he make? Would he even check in to see if his ideas are being implemented??Who would he appoint to Cabinet positions? ?

These are all legitimate questions. And the media is going to start asking them now.

If there isn't already a "ceiling" on Ron Paul's support, widespread knowledge of the newsletters could build one quickly.?

Turning point in spending battle (Politico)

Filling in the blank spaces from the August debt accords, Congress approved a far-reaching $1 trillion-plus budget bill Saturday morning that sets a new template for government spending through the 2012 elections ? and very well beyond.

Final passage came on a 67-32 Senate roll call which followed on a strong 296-121 bipartisan vote in the House Friday afternoon.

The action caps a year of remarkable turmoil in which the Republican-controlled House seemed forever the aggressor?and President Barack Obama one step behind. Very little real deficit reduction has emerged from all the bloodshed, but the bill now is an exception and testifies to a fragile political center that has begun to reassert itself and demand some level of order.

Filling over 1200 pages, the appropriations giant is remarkable for its reach ? touching thousands of accounts from Pakistan counterinsurgency aid to Pell Grants for low-income American college students. Ten Cabinet departments and the Environmental Protection Agency share in the core appropriations of about $917 billion and an additional $126.5 billion is provided in overseas contingency funds, chiefly for U.S. military operations in Afghanistan.

Overshadowed by the payroll tax fight ? and largely dismissed in the press as another anonymous ?year-end spending bill? ? the measure may be seen with time as a real turning point. Certainly for the House and Senate Appropriations Committees, enactment of the bill became crucial if they were ever again to be a force in the budget debate.

To reach this goal, the House committee chairman, Rep. Hal Rogers (R-Ky.) had to face down hostile tea party Republicans, who often seemed more intent on sinking the ?aircraft carrier? of government than steering it. At the same time Senate Appropriations Committee Chairman Daniel Inouye (D-Hawaii) and his staff became crucial intermediaries between the House GOP and an angry, often distant Obama.

The end product is a real cut of about 10 percent from non-defense appropriations when compared to last January when the GOP took over the House. Allowing for inflation, domestic appropriations will have been rolled back to the level set in another pre-Christmas deal in 2007 at the end of the Bush administration.

Indeed, after the burst of bold spending at the beginning of his first year, Obama will now be leading a government that is very much retrenching. In a matter of months the president will submit his new budget plan for 2013. But the August accords allow him only a minimal increase in appropriations and the bill now defines the new reality facing the president ? a plateau stretching into the future with annual growth pegged below the rate of inflation.

After steady expansion under Bush and Obama, the Homeland Security Department faces persistent real cuts, for example. And just to keep up with commitments for frontline agencies like the Secret Service and Border Patrol, the bill now imposes a $1 billion or 30 percent reduction affecting the ability of state and local first responders to buy necessary equipment.

The Internal Revenue Service will be cut $305 million below current funding ? a $1.5 billion reduction from Obama?s request. The self-financed Securities and Exchange Commission emerges with a $136 million increase, but the Commodity Futures Trading Commission is largely frozen in place and Obama still faces an uphill battle to get the money he needs to implement Wall Street reforms.

Most sensitive for any Democratic president is the labor, health and education title of the bill. There, spending will come down by $1.4 billion from the 2011 program level, forcing a series of difficult choices that won?t go away after one year.

Havel, Czech playwright and president, has died (AP)

PRAGUE ? Vaclav Havel, the dissident playwright who wove theater into politics to peacefully bring down communism in Czechoslovakia and become a hero of the epic struggle that ended the Cold War, has died. He was 75.

Havel died Sunday morning at his weekend house in the northern Czech Republic, his assistant Sabina Tancecova said.

Havel was his country's first democratically elected president after the nonviolent "Velvet Revolution" that ended four decades of repression by a regime he ridiculed as "Absurdistan."

As president, he oversaw the country's bumpy transition to democracy and a free-market economy, as well its peaceful 1993 breakup into the Czech Republic and Slovakia.

Even out of office, the diminutive Czech remained a world figure. He was part of the "new Europe" ? in the coinage of then-U.S. Defense Secretary Donald Rumsfeld ? of ex-communist countries that stood up for the U.S. when the democracies of "old Europe" opposed the 2003 Iraq invasion.

A former chain-smoker, Havel had a history of chronic respiratory problems dating back to his years in communist jails. He was hospitalized in Prague on Jan. 12, 2009, with an unspecified inflammation, and had developed breathing difficulties after undergoing minor throat surgery.

Havel left office in 2003, 10 years after Czechoslovakia broke up and just months before both nations joined the European Union. He was credited with laying the groundwork that brought his Czech Republic into the 27-nation bloc, and was president when it joined NATO in 1999.

Shy and bookish, with wispy mustache and unkempt hair, Havel came to symbolize the power of the people to peacefully overcome totalitarian rule.

"Truth and love must prevail over lies and hatred," Havel famously said. It became his revolutionary motto which he said he always strove to live by.

Havel was nominated several times for the Nobel Peace Prize, and collected dozens of other accolades worldwide for his efforts as a global ambassador of conscience, defended the downtrodden from Darfur to Myanmar.

Among his many honors were Sweden's prestigious Olof Palme Prize and the Presidential Medal of Freedom, the highest U.S. civilian award, bestowed on him by President George W. Bush for being "one of liberty's great heroes."

An avowed peacenik whose heroes included rockers such as Frank Zappa, he never quite shed his flower-child past and often signed his name with a small heart as a flourish.

In an October 2008 interview with The Associated Press, Havel rebuked Russia for invading Georgia two months earlier, and warned EU leaders against appeasing Moscow.

"We should not turn a blind eye ... It's a big test for the West," he said.

Havel also said he saw the global economic crisis as a warning not to abandon basic human values in the scramble to prosper.

"It's a warning against the idea that we understand the world, that we know how everything works," he told the AP in his office in Prague. The cramped work space was packed with his books, plays and rock memorabilia.

Havel first made a name for himself after the 1968 Soviet-led invasion that crushed the Prague Spring reforms of Alexander Dubcek and other liberally minded communists in what was then Czechoslovakia.

Havel's plays were banned as hard-liners installed by Moscow snuffed out every whiff of rebellion. But he continued to write, producing a series of underground essays that stand with the work of Soviet dissident Andrei Sakharov as the most incisive and eloquent analyses of what communism did to society and the individual.

One of his best-known essays, "The Power and the Powerless" written in 1978, borrowed slyly from the immortal opening line of the mid-19th century Communist Manifesto, writing: "A specter is haunting eastern Europe: the specter of what in the West is called 'dissent.'"

In the essay, he dissected what he called the "dictatorship of ritual" ? the ossified Soviet bloc system under Leonid Brezhnev ? and imagined what happens when an ordinary greengrocer stops displaying communist slogans and begins "living in truth," rediscovering "his suppressed identity and dignity."

Havel knew that suppression firsthand.

Born Oct. 5, 1936, in Prague, the child of a wealthy family which lost extensive property to communist nationalization in 1948, Havel was denied a formal education, eventually earning a degree at night school and starting out in theater as a stagehand.

His political activism began in earnest in January 1977, when he co-authored the human rights manifesto Charter 77, and the cause drew widening attention in the West.

Havel was detained countless times and spent four years in communist jails. His letters from prison to his wife became one of his best-known works. "Letters to Olga" blended deep philosophy with a stream of stern advice to the spouse he saw as his mentor and best friend, and who tolerated his reputed philandering and other foibles.

The events of August 1988 ? the 20th anniversary of the Warsaw Pact invasion ? first suggested that Havel and his friends might one day replace the faceless apparatchiks who jailed them.

Thousands of mostly young people marched through central Prague, yelling Havel's name and that of the playwright's hero, Tomas Garrigue Masaryk, the philosopher who was Czechoslovakia's first president after it was founded in 1918.

Havel's arrest in January 1989 at another street protest and his subsequent trial generated anger at home and abroad. Pressure for change was so strong that the communists released him again in May.

That fall, communism began to collapse across Eastern Europe, and in November the Berlin Wall fell. Eight days later, communist police brutally broke up a demonstration by thousands of Prague students.

It was the signal that Havel and his country had awaited. Within 48 hours, a broad new opposition movement was founded, and a day later, hundreds of thousands of Czechs and Slovaks took to the streets.

In three heady weeks, communist rule was broken. Mick Jagger and the Rolling Stones arrived just as the Soviet army was leaving. Posters in Prague proclaimed: "The tanks are rolling out ? the Stones are rolling in."

On Dec. 29, 1989, Havel was elected Czechoslovakia's president by the country's still-communist parliament. Three days later, he told the nation in a televised New Year's address: "Out of gifted and sovereign people, the regime made us little screws in a monstrously big, rattling and stinking machine."

Although he continued to be regarded a moral voice as he decried the shortcomings of his society under democracy, he eventually bent to the dictates of convention and power. His watchwords ? "what the heart thinks, the tongue speaks" ? had to be modified for day-to-day politics.

And post-revolutionary life contained many challenges.

In July 1992, it became clear that the Czechoslovak federation was heading for a split. Considering it a personal failure, Havel resigned as president.

But he remained popular and was elected president of the new Czech Republic uncontested.

He was small, but his presence and wit could fill a room. Even late in life, he retained a certain impishness and boyish grin, shifting easily from philosophy to jokes or plain old Prague gossip.

In December 1996, just 11 months after his first wife, Olga Havlova, died of cancer, he lost a third of his right lung during surgery to remove a 15-millimeter (half-inch) malignant tumor.

He gave up smoking and married Dagmar Veskrnova, a dashing actress almost 20 years his junior.

Holding a post of immense prestige but little power, Havel's image suffered in the latter years as his people discovered the difficulties of transforming their society in the post-communist era.

His attempts to reconcile rival politicians were considered by many as unconstitutional intrusions, and his pleas for political leaders to build a "civic society" based on respect, tolerance and individual responsibility went largely unanswered.

Media criticism, once unthinkable, became unrelenting. Serious newspapers questioned his political visions; tabloids focused mainly on his private life and his flashy second wife.

Havel himself acknowledged that his handling of domestic issues never matched his flair for foreign affairs. But when the Czech Republic joined NATO in March 1999, and the European Union in May 2004, his dreams came true.

"I can't stop rejoicing that I live in this time and can participate in it," Havel exulted.

Early in 2008, Havel returned to his first love: the stage. He published a new play, "Leaving," about the struggles of a leader on his way out of office, and the work gained critical acclaim.

Theater, he told the AP, was once again his major interest.

"My return to the stage was not easy," he said. "It's not a common thing for someone to be involved in theater, become a president, and then go back."
